The City of Livingston provides and bills for electricity, water, sewer and garbage service. The Utility Billing Supervisor and staff are responsible for preparation of monthly utility billing and collection of utility payments, applications for utility services, and receiving complaints and/or service requests for all utility departments.Application for service can be made at:

The City of Livingston has a new online payment provider. The switch to Xpress Bill Pay was made to provide utility customers with many new and enhanced features like full bill presentation, paperless billing, billing history, auto pay, stored payment info, email notifications, and many more.
Utility Customers will need to visit the Xpress Bill Pay website to establish an account. If a customer had auto pay set with the City’s previous provider, they will need to visit Xpress Bill Pay to set up an Auto Pay. If a customer was previously signed up for paperless billing, they will need to re-establish this by creating an account and opting in for paperless billing.

Meter Deposits / Billing
Meter deposits are required for residential and commercial customers, in accordance with prescribed rates set by the City Council. Utility bills are mailed to customers on the 1st day of the month. If the bill is paid by the 15th of the month, a 10% late fee is avoided.
Disconnection
Service is subject to disconnection if not paid by the 21st of the month. Service disconnected for non-payment cannot be restored until all payments, penalties and re-connection fees have been paid.
Utility bills can be paid at the City Office between 8:00 a.m. and 5:00 p.m., Monday through Friday. Additionally, there is a night deposit box located at the drive-in window of the City Hall for use at night, on holidays and weekends. If requested by the customer, arrangements can be made for bank drafts for payment of utility bills.
Billing Calculations
Utility bills are calculated based on monthly readings of electric and water meters. Rates for all services are established by municipal ordinances which are adopted and approved by the City Council. Copies of the rate schedules for various utility services are available upon request at the City Office.
