Highlights:

  • City Council adopted a Sign Ordinance banning off-premise signs in the City and the extraterritorial jurisdiction of one mile.
     
  • The City sponsored its Second Annual Community Cleanup and heavy trash disposal for residents.
     
  • To encourage the improvement in appearance of commercial properties, City Council adopted a Commercial Landscaping Ordinance which requires new commercial developers to include trees and other vegetation on their property and to screen dumpsters and other outdoor equipment.
     
  • Proceeds from the 2006-07 Texas Commission on Environmental Quality (TCEQ) and Deep East Texas Council of Governments (DETCOG) Regional Solid Waste Grant were used to purchase a truck for code enforcement use.
     
  • The crepe myrtle was designated as the official City ornamental tree. Dwarf crepe myrtles were planted in all downtown planters by the Polk County Garden Club.
     
  • The City, the Main Street Beautification Committee, and the Polk County Garden Club sponsored the “Clean and Green” project, promoting beautification. As part of the project, volunteers visited kindergarten classes to encourage children to keep their school grounds clean.
     
  • A total of 606 inspections were conducted through the Community Development and Code Enforcement office.
     
  • The City continued an increased emphasis on cleaning up weeds, debris and junk throughout Livingston as well as demolition of unsafe structures. A total of 49 property owners voluntarily complied. One unsafe structure was demolished by the City after the owner failed to comply with Council’s final order to do so.
     
  • The City began strict enforcement of Texas Commission on Environment Quality and Plumbing Code requirements on backflow prevention.

     Building permits are required for all construction within the corporate limits.  The following codes have been adopted by the City of Livingston; effective 1/1/2005.
